Fostered Villages are one of the targets outlined in the USU Strategic Plan 2020-2024. Since 2020, LPPM USU has aimed to establish eight targeted locations (villages, cities, or districts) for community service (PkM) by 2024. This initiative also aligns with achieving Key Performance Indicators (IKU), specifically IKU 2 (students gaining off-campus experience) and IKU 3 (lecturers engaging in off-campus activities).

The 2022 Fostered Villages program was designed based on an evaluation of the 2021 implementation, resulting in projections and recommendations for this year's program. A total of 11 fostered village locations were identified for 2022, with teams evaluated and assigned by LPPM USU.
The initial coordination meeting for Fostered Villages 2022 was held on March 4, 2022, at 2:00 PM via Zoom. The meeting was opened by Prof. Tulus, Vor.Dipl.Math., M.Si., Ph.D, reiterated the integration of SDGs and IKU as central to the program's implementation. Proposals for Fostered Villages were compiled from four activity proposals to address the specific issues in each village.
The 2022 Fostered Villages will involve 11 villages across nine districts/cities in North Sumatra, consisting of 5 continuing villages, two new villages, and four additional new villages. The activities are scheduled to begin in April 2022, following the signing of contracts by team leaders. The implementation will also follow the recommendations of the 2021 evaluation to ensure sustainable village development.
