LPPM USU Educates Environmental Management in Hydrometeorological Disaster Mitigation and Adaptation in Simangulampe Village

HUMBAHAS. Still fresh in our memories, the flash flood that hit Simangulampe Village, Baktiraja District, Humbang Hasundutan (Humbahas) Regency, North Sumatra, on Friday, December 1, 2023, at 21.25 WIB. A total of 12 people were reported missing and one resident was seriously injured due to the incident.

Meanwhile, 50 families had to evacuate to a safer place after their houses were damaged and affected by the flash flood. The material losses collected, around 12 houses were razed to the ground, 18 houses were severely damaged, 2 were moderately damaged, 3 were slightly damaged and 6 were affected.

In addition to houses, the Bakara Senior Hotel and the Simangulampe Catholic Church were also affected by the flash flood. The area hit by the flash flood was around 11 hectares.

Meanwhile, other land uses affected by flash floods include: settlements, plantations, rice fields and cemeteries, newly planted rice fields, plantations planted with horticultural crops (such as vegetables, tomatoes, chilies, shallots and corn), and vegetable and onion fields that are ready to be harvested.

The impact of the disaster in Simangulampe Village covers various aspects, both economic, social, and environmental, causing problems for the community in all three aspects. In terms of the environment, the problems that arise include: the practice of clearing forests and land for agricultural cultivation by the community in the upstream area; the condition of the land in the upstream area is in the form of cliffs with few trees; the left and right sides of the river (river boundaries) that cross the village are very prone to landslides; the condition of the river after the disaster is that there are many fallen logs that block the flow of water, there is no disaster-prone map, and the lack of community understanding in post-disaster environmental management.

As a form of concern and implementation of the Tri Dharma of Higher Education activities, the University of North Sumatra (USU) through the Community Service Institute (LPPM) has made Simangulampe Village a Fostered Village in community service activities (PPM) in 2024. One of the activities carried out is helping to resolve environmental issues through outreach activities as well as Environmental Management Education in Hydrometeorological Disaster Mitigation and Adaptation in Simangulampe Village.

This activity was carried out on August 20, 2024 at the Simangulampe Village Office, Baktiraja District, Humbahas Regency. In addition to outreach activities, a survey of tree planting locations around river boundaries and upstream areas of the river, identification of tree types to be planted, and plans to create a nursery or village seed garden (KBD) were also carried out.

This activity was carried out by the USU PPM Team, namely Oding Affandi (Head of PPM for Fostered Villages), Moehar Maraghiy Harahap, (Environmental Coordinator), Agus Purwoko, Tito Sucipto, Nurdin Sulistiyono, and Muhammad Syafri Lubis.

This activity was also attended by students participating in the USU independent learning campus independence (MBKM). Meanwhile, from the village, the Head of Simangulampe Village Lambok Simanullang, and the village government, community leaders, and housewife groups were present, as well as representatives from the Baktiraja Paber Simanullang District.

Oding Affandi in the activity said that due to the disaster in Simangulampe, USU through LPPM made mitigation and adaptation efforts through the Tri Dharma activities of higher education, especially PPM as a form of concern for higher education while also resolving problems arising from the impact of the disaster.

"These mitigation and adaptation activities are carried out comprehensively, covering various aspects, namely economic, social, and environmental aspects and involving parties, both government, private, community, and non-governmental organizations," he said.

Mitigation activities are a series of efforts to reduce disaster risks through physical development and community awareness and increasing the ability to face disaster threats. "While disaster adaptation activities are the process of adjusting to a disaster or a form of adjustment used in responding to economic, social and environmental changes due to disasters. These adaptation activities are needed to increase a sense of alertness when living in disaster-prone areas that endanger life," concluded Oding.

On the other hand, the Head of Simangulampe Village, Lambok Simanullang, said that the village welcomed this program very much. "We would like to thank the Implementation Team of the USU LPPM Fostered Village Program who have assisted in the recovery of disaster locations through various environmental management activities. Our community in the village hopes that there will be no more natural disasters and will work together to prevent similar things from happening. We hope that environmental management activities will also have an impact on improving the economy of the village community," the village head hoped.
